Movement is blocked until a peer audit is claimed. The system enforces that the person writing the code cannot be the person approving it. It's structural integrity, not just a checkbox.

The Bounce Protocol

When QA rejects a deployment in Staging, the system automatically rollbacks the state, reassigns the original developer, and sets the light to yellow. The "Bounce" is logged for systemic velocity analysis.
